Patios and Walkways on Grade
Sarasota County building permit guidance treats decks and patios placed directly on grade, without footings, as work that does not require a building permit on residential property. A paver patio out back, a walkway from the drive to the front door, or a paver extension off an existing lanai generally sit in that category.
Two things move a project out of it. A property in a flood zone gets looked at differently, and work that is part of a larger scope, such as a patio going in alongside a pool or an addition, gets pulled into that larger permit. If either applies, ask the county directly.
Driveways Are the Usual Exception
A driveway is not only a surface on your property. It ties into the road, and that connection belongs to whoever controls the right of way, whether that is the county, the city, or the state.
Replacing a concrete driveway with pavers, widening a drive, or adding a new connection point typically requires a right-of-way or driveway connection permit. Separate from the building permit question, and it applies even when the rest of the work sits entirely inside your property line.
Who You Deal With Depends on Your Address
This trips people up more than the rules do.
Property inside Venice city limits goes through the city. Property in unincorporated Sarasota County goes through Sarasota County Planning and Development Services. Property in Manatee County follows Manatee’s process. Neighborhoods that feel local to each other can sit under different jurisdictions, and the address rather than the mailing city is what decides it.
The HOA Is a Separate Approval
County approval and HOA approval are unrelated. Clearing one does nothing for the other.
Architectural review committees commonly ask for a site sketch showing the footprint, the specific paver product with color and pattern, and sometimes a physical sample or photos of a comparable job. Many associations also want the contractor’s insurance certificate on file before work begins.
Timing is the part to plan for. A committee that meets monthly, plus a comment window after submission, can put several weeks between your application and a decision. In communities with restricted color palettes, a product that would look right anywhere else can still come back rejected, and then you are resubmitting into the next meeting.
Submit the HOA Packet Before You Think About Dates
